It's a dust seal. I imagine the grease zerk is there to grease the seal and keep it from drying out? Some of the later models with the same arrangement don't have a grease fitting. The lip of the seal goes toward the tractor, the flat surface goes against the felt. OR--With the cap laying on it's back (the side that goes toward the wheel), put in the felt then drive in the seal with the lip facing up.
