The belts are tightened by adjusting the pulleys. The pulleys are both 2 piece, you adjust them by loosening the set screw, screws?, and the then rotate the outer half of the pulley inwards toward the inner half, it is on a threaded shaft, kinda like tightening a nut on a bolt. Both the water pump pulley and the generator pulley are made this way. If neither has been adjusted for a long time, you may have your work cut out for you. The size of bolts you need will be determined by the diameter of the bolt hole, and whatever lenght you need. Should be a minimum of grade 5. You can cover the distributor if you want, won't hurt a thing, but marbe not necessary.
