Glow Plug Circuit

I have an IH B-414 diesel tractor. I can not seem to get the glow plugs to work. When I turn the switch I get 12 volts to all the plugs. They are all new. My only guess is that I am not wiring them correctly. (Parallel/Series) The manuals are somewhat vague. Do I need to ground the last plug to the block. That was how they were. Does the position of the wires matter as to where they go on the plug itself such as before or ahead of the insulator. There seems to be 12 volts either side. Also what is the purpose of the resistor. It does not get even warm to the touch but shows 12 volts also. Something sure is odd!!!!!!!!!!!!!!! Someone please help. Paul
