Throttle speed for using tractors.

Growing up on a grain farm, we were taught to set the throttle at full speed when doing field work. I recently read an old operators manual for an Oliver and it says that the tractor should be geared as high as possible and then the throttle should be used to go faster or slower. Maybe that would work for pulling a wagon or harrows but it wouldn't work for pulling 20 feet of cultivator. Is there a difference between a diesel and a gas? Does the Oliver manual make sense or do you think that under heavy load it makes sense to set the throttle at full speed?
