Dave - Your generator is testing good. So assuming the wiring is correct the problem is either bad regulator, or you've got a bad ground at the regulator. Punch below for a flow chart that may help ID the problem. Beyond very carefully cleaning the contact points there's not much you can do to "fix" a faulty regulator without specialized tools and instruments. Best simply to replace it! Regarding location, the regulator does not have to be mounted on the generator. It can can go anywhere on the tractor so long as it is properly wired and grounded, and is protected from excessive heat. (The early Super H has it's regulator mounted on a bracket under the gas tank; later SH's have it on the steering post in front of the ammeter box.)
