You didnt really say if this tractor was running good for some time and then decided to run poorly right away or has been going down hill steadily. My first thought, is to ask if you have done a compression test on the engine yet? With little compression, you wont have much power. Also it sounds like you dont have much oil pressure, that means you may need a rebuild on your oil pump or engine or both. I think a compression test can help you determine what to do next.
