Super C Starter and Super A Govener

I was wondering how you would check a Super C starter? The tractor started fine since I got it in the fall now winter is here it doesn't seem to have any zip to it. Charge the battery up and doesn't make much difference but battery only tests at about 3.5 volts after tryin. I don't want to have to buy a battery and a starter if I don't have to. Now if I have to buy a battery should I just go to 12 volt? I have an alternator off a 84 buick I can use if I have to and the diagram doesn't look like it would be too hard to switch to 12 volt as far a wiring. Also which manual would be best to buy that would show all about the engine, starter, govener? Also my dads Super A seems to gallop untill near open full. Would this be in the govener settings, seems to run a bit better when tighten the spring up some. Where would he have to change the govener settings? Are they in that case at front of the tractor. Sorry for the long post just seems the cold is bringing out the worst in the good tractors. Terry
