I reckon if your battery only tests 3.5 volts you've probably already found your problem. Make sure you've got 1 gauge or larger battery cables on it and tune it up properly. The way I see it is unless you live somewhere incredibly cold 12 volt is only covering up the real problem. As to that Super A - You'll probably find that after 50 years the springs in the governor have had it. There are three of them in there and they are available from CaseIH. They are hiding under the unit right at the front in front of the distributor. Just be careful when you take it out (which can be done without removing the rad or fan guard - just) because it is part of the gear drive to the distributor and if you turn the engine over (or the distributor) while it's off you can mess up the timing.
