Stuck clutch on a B

Hello-

Everything was fine when I parked my BN last November, but now the clutch is stuck. What would cause that to happen in a few months? Rust I guess? The tractor was kept its entire life outside with no protection and worked fine - this summer I restored most of it, and put it under a brand new waterproof canvas - and this is the thanks I get. ;)

I see some posts saying to put it in high gear and slam on the brakes, as well as some saying to try to pull something that won"t move. Before I go abuse my tractor, I wanted to verify this is the right thing to do.
