It is possible to break either the bull gear or the bull pinion housing if you don't remove the bull gear first. If you don't want to take the cover off, let me tell you how an IHC mechanic fixed mine when I had the same problem. Remove the PTO and the bearing housing that goes with it. This gives you access to the inside of the rear end. Reaching in through this opening, remove the bull gear retaining cap bolt. Jack up the side of tractor to take the weight off of the rear wheel on the side that you are working on. Remove the 4 cap bolts that hold the outside axle bearing retainer. Pull the axle shaft out enough to disengage it from the bull gear. Reaching through the PTO opening, move the bull gear back and to the side enough that it clears the bull pinion casting. You can now safely remove the pinion housing. Reverse the procedure to put it all back together again. Don't know if this will help you, but it is how the IHC mech. fixed mine without removing the top cover.
