Yes , BUT it has spring pressure behind it and it can be a bear to get back in . Have you ever done a pressure check on the MCV system ?? With the age of the tractor it may be time for a spring kit And most all of them are a bit slugish in the steering department when cold . It also could be that your filter is picking up the moisture out of the oil and slowen the flow to the pumps . Have you ever started the tractor when it was cold and let it run for a few min . and then pulled the cover off and took a look at the filter and screen to see if there is any ice build up .
