can't get my M to start

I recently purchased a 48 M with a stuck engine but otherwise in pretty good shape. After a couple weeks I was able to free up the engine and valves, rebuilt carb, installed new plugs points, condenser, cap and wires. Seems to have good spark, I removed and cleaned gas tank and of course sediment bowl and fuel line are good. I think I've covered all the bases but the damn thing will not start at all, not even pop. I did get it to run a little spraying starting fluid in the carb while turning it over. I checked compression and all cylinders were around 90 PSI. There is all kinds of vaccum at the carb. Any thought will be appreciated.
