H, Engine RPM under load low

When hooked up to a DYNO and a load is placed on the engine the engine does not die. However, after reaching about 1350 RPM the engine does not accelerate to 1650 load RPM. The engine can be loaded to the point that it will stall. Acceleration from idle to full throttle with no load is very good. Here is what has been done so far. Complete new ignition system. Wires (copper), plugs 3116's, Coil no external resistor required type, IH points condenser and rotor and cap. Carburetor clean as a whistle. All orifices open. Adjusted according to IH specs. Governor has new spring and is adjusted according to IH instructions. I do note that the fly weight pivot holes are worn some though. Compression is 105 to 110 all cylinders with engine at operating temp. New fuel line, and tank is clean. Sediment bowl and screen is clean. Have any of you experienced this problem? What did you do to fix it? Thank you
