I would say that depends on if you can do the work yourself. I'd suggest checking on what a sleeve and piston set would cost, and what a machine shop would charge to put in all the valve seats. This would be a worst case, so you can go from there by adding the cost of the injectors and glow plugs. Fixing up an engine can be a tough call. If you use a tractor a lot and want it to dependably start, you probably will want to either fix this one and know what you have or try to buy another one. Personally, I would fix it and know what I have, but...I can do all the work (except the valve seats) my self which makes a big difference.
