rocker arm oiling 460D

I'm beyond stumped here folks. Any advise apreciated.

460 D utility. fresh overhaul (I did it) oil pressure good.

rocker arms arent oiling. Head gasket is on right to make sure the two little holes arent blocked. Still no oil to the lifters.

problem #2: it is a beast to start. got fuel leaking around #2 injector where it screws into head insert after running for 5 mins or so, takes ether to start. Runs good other than that after I get it started. Am using a 560 D Farmall pump. Only 1 timing mark on the crank, not the 3 shown in the book.

Any help appreciated!!
