M's front rail cap screws broken

Help! In an attempt to remove the upper bolster to repair a bad leak in the stearing gearbox I broke off two cap screws on the right front rail nearest the radiator. I had sprayed both screws/bolts with WD-40 every time I walked by for last two months prior to removal attemtpts. First bolt I tried heating, second w/o heat and both heads broke off leaving studs inside. I drilled a small hole completely thru each but am not sure how long the screws really are, can anyone tell me? I need to re-drill each hole up a larger size but don't want to drill through farther than necessary. Any good hints on removing the remaining bolts/screws w/o breaking them off?
