Unless you can find one of the hitch plates Jim speaks of, best idea is make one. They are tapered and wide enough at drawbar crossbar to bolt on using two bolts. Make it so you use a hole on crossbar as well as second hole from the first. (about 5" to 6" apart, much easier to keep tight than two consecutive holes) Also drill holes to match holes in crossbar and use bolts to match. Make this hitch plate long enough so drawbar pin hole at end will be 14" from end of PTO shaft. The plate should be 5/8" thick, 7" wide at point where it bolts to cross bar tapering to about 3" at hitching end. I will suggest making plate from 3/4" thick plate as you will be using mild steel, IH probably use forged steel.
