Super H brakes dont work

Ive been getting ready to rebuild the brakes on my 53 Super H for a 5th time since Ive owned it. To describe what it is doing,, well, the left side kinda works, but takes 2 legs to make them work, the right, dont do anything. It has new disks, and Ive put new springs in on the actuator, and have sandblasted the actuators, only part that has not been replaced are the balls in between the actuators. It keeps glazing the disks, and dont grip like the should,,, Ive treid adjusting the pedal linkage, but it dont change, what am I missing? The brakes on my Super H have always acted up,, Ive rebuilt others, and they work like new,, but this one has got me stumped! Thanks for any response! ChadS
