WD-9 Fuel Issue

I have a recently acquired WD-9 that appears to have a fuel problem. I thought I had an injector problem, but after checking them, changing the filters, and checking the pump, they all seem to be fine. I have unburnt fuel seeping out between the head and the exhaust manifold of the #1 cylinder. It does seem to get better when it is under a load.

Any help is GREATLY APPRECIATED!!
