IH 1466 - steering - MVC problems

Having a problem with a 1974 IH 1466. The steering gets very stiff and/or jerky except at very high RPMs. Checking the flow divider valve on the side, we always find it stuck tight. Working the valve with an EasyOut in the cup end (where the spring is inserted) we are eventually able to free the spool, remove it and swab the inside of the valve body. After reassembling, the steering usually works normal for a while. Dealer has installed a new MVC pump and MVC kit (o-rings and gaskets, not sure about springs) about 1 month ago. The problem recurred after running a couple of days. Breaks continue to operate normal. All hydraulics operate normal. Clutch assist is blocked off preventing any flow through this (thought maybe this was interfering with the steering). Dealer installed the TA removal kit a couple of years ago, when it was in for a transmission R&R. Can anyone offer any suggestions on what to do next?
