farmall A valve timming setting

Can anyone help I'm stuck. I've rebuilt the engine and haven't been able to get it running she pops but wont fire. My books don't tell me how to set the valve Just says .014 clearance and where is the timing mark on the casing. Found it on the flywheel. Thanks Frank
