M govenor - won't throttle down

My M has been sitting around in the garage for a long while. Started right up but had to shut it right down as the engine ran away. I took the govenor plate off and didn"t see any broken springs or obvious things except, is the govenor housing supposed to be full of oil? Is it likely something is just stuck. Thanks for suggestions.
