Greetings Mels, No, the govenor does not have to be full of oil, it is lubed and cooled from a line in which is fed from either the crankcase or the head (don't remember exactly which. My Dad went through this a few years ago. He thought he had a bad springs/bushing. He had also removed the carb, and I explained to him that the butterfly's if not positioned correctly would cause him some problems. He ensured me that they were correct. Any way, the govenor assembly was all gummed and mucked up. Get yourself a can of WD 40 (might need one of the BIG cans that is full) and spray the weights, shaft, etc, and everything else in there down real good and work the weights and clean them. This should get your tractor running like it should be and used to real quick. You may also want to change the oil in it soon afterwards. The WD40 will be going into the crankcase, and not sure if this is what you are wanting to run that engine on for long. Hope this is of some help, and Good Luck with your task. Jim
