steering shaft pivot oil seal orientation

Finally able to get back to working on the old '51 M's steering shaft after a 3-week hiatus entertaining out of state guest and going one-on-one with my 2 1/2 yr old son. I have separated the upper and lower bolster and removed the steering shaft, gear and most all of the packing grease/oil and the pivot shaft oil seal. What is the orientation of the pivot shaft oil seal when installed? Does the 'cup' or open side face down or does it face up? If it faces up, does the upper bolster steering shaft bushing fit inside the pivot oil seal? Any suggestion for how best to install it? Any advice much appreciated.
