Kevin, the open side faces up. I installed this same seal in the upper bolster of my H by setting it on a 3/4" drive, 1-1/2" socket on a 6" extension and gently raising it into place and giving it a few taps with a hammer. The trick is to keep it square with the bore in the casting. The extension can give you a good visual indication if you're properly aligned because it should be centered over the lower bore. As to the bushing, it should be tapped in from the top until the edge is flush with the bolster casting. On the H, at least, there is a cavity below the bushing before you get to the seal. They won't be in contact with each other when you're done. I would recommend you put the bushing in first in case any burrs are made. Wipe the bottom of the bushing from the underneath (don't be tempted to use your finger for this, you could get a metal sliver in your skin) and then press in the seal.
