6V generator/regulator woes

I had the brushes replaced on my 6V generator and the cutout
replaced with a new 6V positive ground regulator that has F,
GEN and BAT terminals. My switch is still the old 4 position type.
When I hooked up the new generator I did not connect the wire
that runs to the field resistor, just taped it and left it loose. The
wiring harness is brand new and I connected the switch as
shown in the wiring diagram. But... I only get about 3 amps of
charge when running and when I turn on the lights I get a
discharge of about 9 amps. What do I do now? Before I started
this restoration nothing was working at all. Would an old battery
act like this?

Oil Bath Air Filters - by Chris Pratt. Some of us grew up thinking that an air filter was a paper thing that allowed air to pass while trapping dirt particles of a particles of a certain size. What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
