IH H4 magneto produces no spark

I have an IH H4 magneto on a 1939 H that I cannot get any fire from. I have checked the coil, seems OK (.5 to .9 ohms on the primary and about 12K ohms on the secondary). I have replaced the condenser, points (set at .013) and the wire from the connection of the coil and condenser to the points. The coil cover "arm" seems to be making good contact with the secondary button on the coil. With the mag on the bench I cannot get any fire from the coil wire to ground. I am running out of ideas on this one, I have thoroughly checked that nothing is grounded preventing spark and still nothing. Any ideas would be very appreciated.
