Had to change a fuel line due to a restriction. Flushed the tank (it had been sitting awhile). Cleaned the carb by dipping and soaking. It's getting good fuel to the carb, but is now surging. The governor keeps moving back and forth, even at idle. I THINK we got the carb problems fixed, now it appears to be governor. Any ideas?
