another Super C bull wheel/axel question

Just boought a "51 Super C, looks, and runs good. The PTO shaft wobbled a lot (bearing out), so I removed the PTO housing. I looked in the rear end, and was amazed at what I saw. The left bull wheel had a washer with two bolts holding the bull wheel to the axel. However, there was NO washer or bolts on the right bull wheeel and axel. I felt the axal, and there is only a centered hole but NO threads for a bolt. The bull wheel slides about a quarter inch back and forth on the axel. This can"t be right, is it? I wonder what is holding the axel in. And more importantly, how to fix it. Any comments or advice is appreciated. Leo
