Front Wheel Bearings on Farmall M

My M developed a "clunk" that appears to be coming from the front wheels, when going forward or backward (had wife put hand on front wheels while I let it coast forward). I can barely feel it through the steering wheel. The sound/feel is as though something binds, locks then lets go. I removed both wheels and cannot find any broken bearings or debris. The bearings are loose but no rollers have come out. Does this problem sound like a wheel bearing? Some of the races will "spin" in place, but will not come out. The inner bearings will slide out about a quarter inch, but will not slide off the axle. If I replace these, do I need to drive the races out with a punch? Should I use a puller on the bearings? All bearings appear to have adequate lubrication. Thanks for the help.
