I'll just about bet the farm that it is the holes in either the hub or the outer rim or both. Over time they will become egg-shaped and a little larger diameter than the bolt and when they go "over center" they will move. About the only way to fix this is replace either the hubs, the rims, or both, or tighten the dickens out of the three wheel bolts and see if this don't work. BTDT,, Harley
