Sounds like a pedal adjustment to me. when you apply the brakes, is the caliper inside the housing being forced open to far, thereby locking up and not wanting to return to the disengaged position?
I don't mean to sound like a know it all - which I ain't - but are the pedal return springs connected? Is it just one side or does it happen when the pedal bar is flipped and both brakes are used simultaneously?
'Bout all I can think of - they're pretty simple mechanical parts...
