It is definitely a lever for the exhaust lift-all. I have the exact same thing on my 1946 A, even thought the rest of the rig has been long gone. The operator pulled a rod which operated this lever which in turn closed the flap in the attachment on top of the manifold. That caused exhaust to travel through a pipe to the the lift-all valve and to the cylinder. My uncle told me that it worked pretty well, but it was slow and the exhaust corroded the cylinder fairly rapidly. It was allegedly cheaper than hydraulics, but not much of an alternative. It seems the old hand lifts worked just as well.
