Jim, there is a rockshaft that crosses in front of the block. It connects to the governor on one side and has a rod running back to the carb on that side. Generally, a lot of slop develops in the ends of this shift and the connecting arms. You can use shim material, loctite, or JB Weld to take the slop out of it. If you do not detect a lot of play in this shaft you may have some broken springs in the governor. 9 times out of 10 it is the slop and wear in this shaft.
