I have read most of that stuff, and although the principle may be sound, the end result is probably doubtful -- this type of thing will show up as fuel prices increase, and they will always say that the oil companies want to keep it a secret -- whereas if it really worked they would probably sell more gas, not less. Rather than try it myself I am going to wait for proof, that is, some sort of a scientific replicated test, rather than testimonials, which are usually worthless. I didn't read the LaPointe article word for word, but he presented no studies other than testimonials. If there is really something to this, documented replicated results will be published and everyone will hear about them. Until then, I remain skeptical. Remember, it is going to take several tanks of gas and many miles before you can believe any test you perform yourself.
