Oops. Now I did it. M question

I removed the starter to check out the ring gear teeth. Looks as
if the starter drive is bad. Easy enough to remedy. but in my
typical fashion I dropped a bolt into the opening where the
starter fits to the ring gear. Is the bolt a problem in there, or
harmlessly out of the way?

I tried to remove a plate at the bottom, sort of under where the
ring gear is, in order to pull out the bolt. I won't come off and
when I wiggle the plate, feels like it is attached to something on
the inside.
