M runs poor at high rpms

I just bought a 1940 M last Tuesday. This past weekend I had a chance to really check it out. The engine runs good at an idle but at high revs it spits and spuddlers. It acts like one or two cylinders send unburned fuel into the exhuast-which ignites -sounds like a backfire. The engine definately lacks power. So far I've replaced points, spark plugs, wires, and did a carburetor rebuild. The carb kit was from Tractor Supply so it wasn't a good kit. The tractor was converted to a 12 volt system so its got a coil. I haven't checked the timing yet but will later this week. If anyone has any suggestions, I certainly would appreciate it.
