Ya know what I'd do?

I'd hook about a thousand pounds on a chain coming across the front end of that bucket. Lift 'er up, shut the tractor off and listen at the rotary valve for leakage thru the valve. You should hear none; you should hear no oil dumping back to the tank.

Do the chain thing and let me know.

It is possible that the whole hydraulic system is plumbed wrong too. In that case, we'll start on the pictures. Does that little handle really let the tilt down?
