M idle, carb prob??

I recently got an old M running that had been sitting for probably 15 years. At the time the governor was bad and would just race the motor, so I found a different one and put that on. I also had to take the carb apart because it was all full of crap after sitting that long, I put a kit in it and it for some reason doesn"t want to idle nice and smooth. If I idle it down to far it"ll die, and when it is just sitting running the RPM"s will surge up and down. Also when i am driving the tractor it acts like the governor might be not quite adjusted right, it"ll pull down and then after a few seconds it"ll race forward like it shoudl do right away once you let out the clutch. Any help would be appreciated. Sorry bout the long post. Thanks guys
