Sounds like there may be several things going on. First, I think the idle passage in the carburetor is plugged with something which is preventing the idle fuel circuit in the carburetor from providing the correct mixture. Look here first, then if you get it to idle, but the engine speed still won’t remain constant the governor may need new springs, weights, and/or pins to work correctly.
