carburetor problem

Hey!
I have a problem with my Farmall Super Cub. It doesn't really start. It only cough when I clog the air arrival, with the starter on. So, It has so much of air, but where is the problem ? The carburetor? (it is a solex carburetor)
But, after having remake the motor (cylinder head), I had to put the starter on for a good running.

I dont understand!
