Farmall C Engine Question

I am currently restoring a Farmall C. I am putting the motor back together, when putting all the push rods back into the holes, all of the push rods go all the way in, except for one, which is about a quarter inch higher then the rest of them. When the engine is turned over, all of them move up and down except for that one. Does anyone know why this is happeneing, and if they do, how do I fix it?? Merry Christmas!!!
