That's very odd because I've read more people swearing AT rubber-tipped needle valves than swearing by them. They tend to stick in the valve seat.

Frankly, the proper operation of the float shouldn't be determined by the amount of fuel that flows. When the bowl fills up, it should lift the float, which in turn will push the needle valve up and shut off the fuel. This B carb obviously isn't doing that, so you're probably looking at a float or needle problem.

Check the float and make sure it's not catching on the side of the carb bowl.

Check the float for pinholes.

Check the float for proper height.
