Sounds like you are missing the large pin that pushes up through the bottom of the bracket, through your swinging drawbar and they into the upper section of the bracket. The large pin is held in by a short cap screw and washer that screws into the bottom of the bracket. The pin is solid steel about 1" in diameter by about 4" long. These are not exact measurements only to give you an idea of what sounds like you're missing.
