Stuck upper petcock

Am I on track or off thanks in advance for suggustions or hopefully a 'your Ok' Changed the oil in my M. Prior to changing checked the lower petcock and oil dripped. Checked the upper petcock and nothing dripped. Drained the oil in the engine and oil filter. From archieves I read that 8 quarts is what an M holds. I added oil until it ran out the lower petcock (around 6 maybe more) and ended up adding around 7.5 quarts. Then added 1 quart in the oil filter (10w-30- in Nebraska for winter). My oil filter is add on. See pic. Also changed the oil bath with 30wt. I never did get any oil to drip ou the upper petcock so I blew air up there and still nothing. I was turning it counter clockwise. Do I need more oil or new petcock. Thanks again.
