This is just an idea, but do the brakes still work? If the brakes have pressure, the pump is pumping because the brakes are powered by the same pump. You could also disconnect an oil cooler line and see if fluid flows, as that should (I think) receive fluid from the brakes and steering system as well. If you have pressure elsewhere, maybe a passage got blocked by dirt or debris, or a valve or something was incorrectly installed (or my trademark, never installed :) ) in the steering system. I'm sure you'll get it figured out.
