756 power steering

Had problwm with no power teering when temp. in 30's. removed, inspected, and replaced all seals and gaskets in multiple controll valve, and power steering control (pilot) valve and pump. Filled pump with hy train before reinstalling. Now nothing. Loosened power steering lines from Pilot valve no oil comes out. Pump does not seem to be pumping. Any suggestions would be appreciated. Could it be a problem with the Commutator in the hand pump??
