H Carburetor stumped on adjustment after rebuild.

I am rebuilding an H. I took the Carburetor apart and put it in the carb cleaner and left it for a good long visit. Blew it out. Soaked it in laquer thinner. Blew it out again. Got rebuild kit and rebuilt it. Installed it on the tractor. I have adjusted the float 2 times and in particular as instructed in the directons. The adjustment screw is not responsive...it seems as if I am marginally flooding...I simply cannot figure out what I am doing wrong, have done wrong or failed to do on the rebuild. May I have your suggestions.
