IH Carb Adjustment

I have a U-240 Power unit the carb looks like the ones on the M's I've seen has the tube between the gov and carb. My question is the idle adjust screw works best if it is maybe 1/4 turn off from the seated position. is this rite if I back it out any more the engine misses and sound bad. if it should be back out more where do i look to correct the problem.
