shifter hole behind the clutch pedal on 45 farmal

My farmall came with this extra shift lever, that can be inserted into a hole just behind the clutch pedal. I have inserted it there but unable to shift the arm forward or backword. Looks as if it would be a high low range. Is there something I am doing wrong because it wont move. And I dont want to force it to hard. I have tried it with the tractor running and the clutch in. Maybe its better left alone. Any Ideas to what its for and how to use it? All advise is appreciated. Thanks
